Arcues is banned since a legal one isn't possible and Sky form is the same since it's unobtainable in the U.S. Smogon tiers for the most part are the accepted throughout smaller sites. This set is Smogon's with the exception of Arceus and Sky form being banned absolutely which is the only common mod on the smaller sites.

Oddish is NU so thus not on the list. If you want to use Oddish go right ahead but I doubt it would help a team win.
